My employer offers a 2% match if I contribute 3% into a 403b. Am I assuming correctly that even though it’s not a $ for $ match, this is still the most important step to ensure I’m getting all of the match?

I work for a school district and they only offer $25 for my contribution (regardless of how much in contribute), i still max out by 403b. good luck

Yes, you want to contribute as much as you can you get the match, depending on your income/expenses/cash flow.
Highly recommend contributing to get the full match if you’re able.
