So, I’m not a tax professional, and certainly not YOUR tax professional, so take this with a grain of salt. But I believe all IRA conversions will be counted on your taxes the year they are converted. So that means the deadline for a 2019 conversion was December 31 2019.
If you made a non-deductible contribution to a traditional IRA in 2020 and made it as a 2019 contribution, then the conversion would likely be taxed in 2020.
That’s my understanding, but if you’re in the income bracket of “make too much for a Roth IRA” it’s probably worth running by a tax professional
