Comparing costs of low cost ETFs

I could see from the course that there’s a huge difference between having a fund that costs 1.5% vs 0.2%

I just wonder if I should consider costs in my choice of funds between 0.1% and 0.3% if it just doesn’t make any substantial difference at the end?

Does having a smaller cost mean that the ETF follows the index more closely and reliably?
