If I invest in index funds or bonds, do I need to regularly monitor them? Such as if the market drops, should I allocate more percentage into bonds vs index? Is target date index fund worth it when you’re young if 36% is allocated to international stocks? Others keep telling me international stocks do not give back much so it’s not good to have so much put in international stocks in a target index fund.

There’s a strategy where once a year people will rebalance their asset allocation since one is likely to outperform the other. Vanguard’s site explains it pretty well: https://investor.vanguard.com/investing/portfolio-management/rebalance
I’ve heard mixed opinions about international stocks from established gurus, so I don’t think there’s a wrong answer. International stocks have had their fair share of outperforming and underperforming the US market… so no one knows!!
