Hi Jeremy i just st wanted to ask whether we can invest in roth IRA from outside US like from Singapore. Same question for the index funds of Vanguard? How much every month is a good investment?

A Roth IRA is a type of investment account that gives a tax break to US taxpayers. It’s totally irrelevant if you’re not paying income tax in the US.
I don’t believe you can open a Vanguard account in singapore. You can check out their global options at the Vanguard global page.
I’m far from an expert in non-US investing, although the principles are the same (live below your means, invest early and often, buy and hold index funds). For most countries, it seems like finding a brokerage that serves your country and buying a 3-fund portfolio of ETFs is a good strategy.
