If someone is a homemaker and their spouse works, can the non working spouse open up a Roth IRA for themselves?

Yep, as long as you file taxes jointly and the income earner makes at least $12k/year. Both IRA’s will be in the individuals’ names though. There’s no such thing as a married/joint IRA. Just both spouses are eligible to contribute to their own.
